Delivery Prioritization: Scope, Speed, Quality, and Cost Questions

Situation: I was handed 10 ML project proposals and only a small ML engineering allocation. I needed a repeatable way to prioritize which projects to execute now vs later.

Framework (clear steps):

1. Clarify objectives & constraints — align with company KPIs (revenue, churn, cost savings), legal/PII constraints, and available engineers/data.
2. Define scoring criteria and weights — pick 5–6 dimensions:
   • Business impact (revenue uplift, cost reduction) — 30%
   • Feasibility/data readiness (quality, availability) — 20%
   • Effort & time-to-value (person-months; runway to MLP) — 20%
   • Risk (privacy, regulatory, model drift) — 10%
   • Strategic alignment/long-term capability (builds platform, IP) — 15%
   • Stakeholder confidence/operational readiness — 5%
3. Scoring and rubric — 1–5 per criterion with concrete anchors (e.g., Business impact 5 = >$1M/year or +5% conversion; 1 = < $50k).
4. Compute weighted score and classify:
   • Quick wins: high score, low effort, short TTV — prioritize for 30–50% of capacity.
   • Strategic bets: high strategic alignment but high effort/long TTV — fund as 20–30% as multi-quarter projects.
   • Low priority: low score or high risk with low impact — defer or incubate.
5. Resource allocation & cadence — run two-week gating reviews: allocate sprint-level capacity to quick wins for momentum and a small core team for strategic work; use MVPs/experiments for validation before full build.
6. Governance & metrics — require clear success metrics (A/B lift, ROI) and go/no-go checkpoints at MLP and production readiness.

Example: Project A scores 4.6 (high impact, low effort) → immediate. Project B scores 4.2 but 9 months effort and builds core data ingestion capability → staged investment with a 3-month pilot.

Why this works:

• Quantifies trade-offs, aligns to business KPIs, balances short-term wins to show ROI with long-term investments that build durable capabilities, and enforces checkpoints to limit sunk cost.

I prioritize by applying a simple, repeatable decision rubric so trade-offs are explicit for a small team. My rubric has four criteria with weights (total 100):

• Business Impact (35%): revenue/customer experience improvement or regulatory need. High weight because models must move the business.
• Risk (25%): potential for harm if debt persists (bias, outages, incorrect decisions).
• Effort (20%): estimated person-weeks to pay down debt vs deliver feature.
• Reversibility / Time-to-Value (20%): how quickly we can revert or measure impact; favors low-risk experiments.

Scoring: rate each 1–5, multiply by weight, sum. Prioritize items with highest weighted score per unit effort (score/effort).

Why these weights: Business impact drives prioritization in small teams; risk prevents costly rework or harm; effort keeps scope realistic; reversibility encourages iterative fixes.

Example — Hypothetical: a predictive churn model trained on data >12 months old.

• Business Impact: 4 (churn model affects retention campaigns)
• Risk: 3 (decay causes lower precision but no regulatory issue)
• Effort: 2 (retraining + feature refresh ~2–3 weeks)
• Reversibility: 4 (can A/B test new model; rollback easy)

Weighted score = 435 + 325 + 220 + 420 = 140 + 75 + 40 + 80 = 335

Divide by effort (2) => 167.5 — high priority. Action: schedule a quick retrain with holdout A/B test, automate data pipelines to prevent recurrence. If effort were larger (8+ weeks) or risk lower, I'd opt for a lightweight monitoring alert and backlog the full refactor. This rubric ensures transparent decisions and aligns engineering effort with business outcomes.
