Notice the global IA overhaul (change 5), despite being the biggest and riskiest single change, scores higher than the sitemap restructure (change 4) once the arithmetic is corrected: its very high impact still outweighs its high effort and risk under this formula. That is a useful, slightly uncomfortable result of a purely additive framework: a large impact number can outrank a smaller, cheaper change unless a team also caps how much effort and risk it is willing to take on at once. In practice, use this framework to compare changes of a similar size; comparing a one-line label edit against a full overhaul on the same scale can under-penalize how disruptive the overhaul actually is, which is a limitation worth flagging to stakeholders rather than following the score blindly.

Rationale & roadmap

• Favor low-effort, high-impact wins first to conserve engineering bandwidth: ship change 1, then change 2.
• Tackle the medium-effort item next with monitoring and feature flags: change 3.
• Treat the two high-impact, high-effort items (4 and 5) as candidates to split into smaller milestones before committing engineering time, rather than assuming the lower-scoring sitemap restructure is automatically safer to defer; both carry real risk and should be validated with research before scheduling.

Situation: Executive homepage has limited real estate; we need a repeatable, quantitative way to rank KPIs so the highest-value metrics appear first.

2. Map & migrate content

   • Create a migration matrix: content ID, source URL, target URL or archive, canonical tag, metadata changes, owner, quality score.
   • Prioritize by traffic, business value, and freshness. Migrate in waves (high-value first).
