• Observability: metrics, traces, logs exportable to team tooling and retention policies meet requirements.
• SLOs & incident response: provider SLA aligns with internal SLOs or compensating controls exist.

4. Auditing & Compliance Controls (0–3)

• Provider attestation: SOC2/ISO/PCI reports available and recent.
• Evidence access: ability to run audits, obtain logs, and support e-discovery.
• Retention & deletion guarantees that meet legal hold processes.

5. Risk & Cost Adjustment (negative/positive modifiers)

• Data breach risk increase/decrease, vendor lock-in risk, TCO comparison, and migration complexity.

Decision outcomes and actions:

• Score ≥11: Consider managed; require DPA, encryption keys in customer control, pre-production pilot, documented runbooks, monitoring integration, and audit access test.
• Score 6–10: Hybrid: keep sensitive residency-critical partitions self-hosted; migrate fungible components; negotiate provider controls.
• Score ≤5: Stay self-hosted; invest in automation, regional replication, and hardened ops.

Example: PCI data where provider supports region but not customer HSM => score low on encryption => choose hybrid or self-hosted until BYOK/HSM available.
