Core Functions:

The GIS Database Administrator is responsible for transitioning the organization’s geospatial data into an authoritative central spatial data repository and for its long-term maintenance. The incumbent provides oversight of the GIS data environment architecture, including a maintenance and a publication environment.

Functional Responsibilities:

  • Develop enterprise-wide geodatabase schemas including definitions, integrity rules, attribute rules, coordinate systems, topology, versioning, and multi-user database management.
  • Create computerized automations, such as an ETL (Extract Transfer Load) process, to facilitate data maintenance and publication.
  • Support departments with GIS data and geodatabase design.
  • Define approaches for continuous technical improvement, improved data management and related processes and tools.
  • Liaising with departments, communities, and outside agencies regarding GIS data management requests, needs, and initiatives.
  • Develop and maintain a deep understanding of the current GIS technology architecture, proactively recommend and develop efficiency opportunities.
  • Provide input on strategic planning and priorities and implement action plans.

Technical Responsibilities:

  • Convert, format and transition GIS data to the central spatial data repository.
  • Develop, manage and maintain GIS databases, enterprise geodatabases and GIS data environment architecture.
  • Managing database availability and performance including incident and problem management.
  • Collaborate with Cree Nation Governments Information Technology (IT) professionals and provide GIS-related input and guidance.
  • Develop and implement security measures when dealing with web services.
  • Establish and assist with GIS system architecture design, best practices, integrations, and long-term plans.

Communication Responsibilities:

  • Lead GIS projects to successful completion within budget and agreed timeframes and producing quality outcomes.
  • Complete technical studies and write technical recommendations and reports.
  • Provide subject matter expertise and leadership in identifying and evaluating GIS software/emerging technologies.
  • Serve as a subject matter expert by clearly and effectively communicating technical information to both technical and non-technical audiences.

Other Responsibilities:

  • Maintain up-to-date knowledge and skills in area(s) of responsibility.
  • Perform other duties as required.

Qualifications:

Education

  • Bachelor’s Degree in Geomatics, Computer Science or a related field.

Experience

  • Three to Eight of relevant work experience.

Language:

  • Fluency in English.
  • Fluency in verbal Cree and French an asset.

Knowledge and Abilities:

  • Customer-focused and service-oriented.
  • Proven success in maintaining strong communications, including the ability to facilitate effectively.
  • Esri ArcGIS, Safe Software FME, PL/SQL, Python, JavaScript skills and knowledge.
  • Strong organizational skills and the ability to coordinate multiple projects.
  • Proven ability to demonstrate strong judgement in complex situations.
  • Demonstrated ability to work under significant pressure and to adapt to a changing environment.
  • Demonstrate experience with relational database management systems.
  • Ability to demonstrate excellent cartography skills.
  • High attention to detail and accuracy.

Additional Requirements:

  • Typical office setting where there are no unusual physical demands.
  • Valid driver’s license and a willingness to travel frequently.

The Cree Nation Government may, at its discretion, waive any or all of the aforementioned requirements if a suitable candidate who is a JBNQA beneficiary accepts to follow a training plan determined by the Cree Nation Government as a condition of employment.
