Description

BASIC FUNCTION 

This role is responsible for ensuring compliance with all federal, state, and organizational regulations related to the 340B Program, including pharmacy utilization, purchasing, inventory management, and software integration. The Director optimizes 340B program operations, ensuring that covered entities maintain program qualifications, implement best practices, and achieve the highest levels of efficiency and compliance. This position also provides expert guidance to pharmacy staff, supports audits, and manages reporting to ensure the accurate delivery of 340B services across various pharmacy settings, including mixed-use, retail-owned, and contract pharmacies. 

PRIMARY RESPONSIBILITIES AND DUTIES 

  1. 340B Program Compliance & Oversight

  • Develop, update, and annually review 340B policies and procedures in response to changes or clarifications in federal rules, regulations, and guidelines. 
  • Maintain expert knowledge of Section 340B rulings, interpretations, proposed regulations, and emerging trends; assess potential organizational impact and ensure the program remains continuously compliant with federal regulations. 

  • Assist with the selection, configuration, and auditing of 340B split-billing software. 

  • Educate and train pharmacy staff and program participants on 340B compliance requirements and best practices. 

  • Negotiate and maintain 340B-related contracts, collaborating with Compliance to uphold contract review and approval processes. 

 

  1. Financial Analysis & Optimization 

  • Analyze and enhance 340B savings through improved inventory management, purchasing strategies, and contract pharmacy expansion. 

  • Evaluate drug utilization in eligible areas, prescriber and claims data, and charge-capture opportunities to improve compliance, product selection, and financial performance. 

  • Generate proformas to evaluate the financial viability of potential retail and specialty pharmacies, supporting strategic decision-making. 

  • Optimize specialty and retail pharmacy performance by assessing prescription capture, drug costs, reimbursement, payer mix, patient assistance programs, and margin-improvement opportunities. 

  • Forecast key business metrics using analytical techniques and produce reports with meaningful impact, ensuring data quality and integrity. 

  • Provide advanced interpretation of analytical results, manipulating complex data to drive change. 

  • Lead medication cost forecasting and budgeting for FQHC pharmacy sites in collaboration with pharmacy and FQHC leadership. 

 

  1. Purchasing, Inventory & Vendor Management 

  • Oversee the inventory team, including the inventory manager and technicians, to optimize pharmacy purchasing and inventory management. 

  • Manage inventory to optimize rebate programs and purchase discounts, reduce waste, and ensure product availability. 

  • Build and manage strategic supplier relationships, negotiate contracts that ensure cost-effectiveness and quality, and develop tracking tools to oversee manufacturer rebate programs across partnered FQHCs. 

  • Oversee business and vendor relationships and contracts with medication wholesalers, distributors, group purchasing organizations (GPOs), manufacturers, technology vendors, and other pharmacy-related entities. 

  • Leverage GPO relationships (e.g., Premier) to drive cost-saving initiatives. 

 

  1. Cross-Functional Collaboration & Reporting 

  • Partner with pharmacy operations, clinical, 340B, business management, finance, IT, and FQHC teams to ensure seamless integration of purchasing, distribution, and rebate program management. 

  • Produce month-end reports for the Grant Accounting team covering Ryan White Part A/B, copay assistance, EHE, and EFA grant funds. 

  • Lead the patient financial services team to identify eligibility for Ryan White grants, insurance premium assistance, EHE, EFA, ADAP, and Ryan White pharmacy copay coverage. 

 

  1. Revenue Cycle Management 

  • Collaborate with clinical, finance, and IT teams to resolve complex billing, coding, and reimbursement issues. 

  • Conduct audits and quality checks to identify errors, underpayments, or inefficiencies in the revenue cycle. 

 

  1. Pharmacy Payor Credentialing 

  • Network enrollment: Manage end-to-end payor enrollment processes for commercial, Medicare, Medicaid, and PBM networks. 

  • Recredentialing: Track expiration dates and execute recredentialing cycles proactively to avoid service disruptions. 

 

  1. Project & People Management 

  • Develop, execute, and manage project plans to meet timelines, budgets, and expected value; provide timely solutions to ad hoc and complex analytical requests. 

  • Oversee the pharmacy finance and 340B team of analysts, enhancing data accuracy and ensuring regulatory compliance. 

  • Set performance standards and goals for the department and direct reports; evaluate and counsel staff on performance and identify development opportunities for staff growth.

  1. Provides overall management and direction to departmental staff. 

  • Oversees the development and maintenance of the departmental budget; monitors ongoing budgetary compliance and addresses problems as needed. 

  • Delegate departmental duties and responsibilities to management; participate in high-priority special projects and activities. 

  • Represents the department at all senior management meetings. 

  • Prepares departmental company policies and procedures and conveys all senior management communications and directives. 

  • Monitors departmental performance using company performance standards and addresses issues as needed. 

  • Directs departmental performance and provides specific instructions to managers and supervisors on completion of tasks/responsibilities. 

  • Prepares and conducts performance appraisals for immediate staff 

  •  Conducts hiring, disciplinary, and termination procedures 

  • Effectively prioritize tasks and projects based on business needs and resources 

  • Ensure alignment of initiatives with organizational priorities and objectives

Qualifications

Minimum Qualifications 

  • Master's degree in business administration (MBA) or a related field 

  • 5+ years of experience in accounting or finance, with a strong concentration in financial analysis and senior-management presentation support within pharmacy administration 

  • Experience with large database applications and relational database reporting tools 

  • Strong knowledge of financial analysis; proficiency in the Microsoft Office Suite, with advanced Excel and Access skills, plus PowerPoint, Word, Outlook, Power BI, and Epic 

  • Excellent communication and customer service skills
