Site Security Manager (SSM)
Location: Fort Bragg, NC

Reports To: Program Manager
Position Summary
The Site Security Manager (SSM) serves as the designated subject matter expert for DEERS, RAPIDS, Common Access Card (CAC), and Uniformed Services Identification (USID) card operations. The SSM is responsible for managing site security, user administration, inventory accountability, equipment maintenance, compliance oversight, and technical support functions for the RAPIDS facility.
The SSM performs all duties of a Verifying Official (VO) while providing advanced leadership, technical expertise, training, and oversight of RAPIDS operations. The SSM serves as the primary liaison with the Defense Manpower Data Center (DMDC), Army Project Office (APO), and Government representatives regarding elevated technical, security, and operational issues.
Essential Duties and Responsibilities
DEERS/RAPIDS Operations
Perform all duties of a RAPIDS Verifying Official (VO).
Verify customer eligibility and issue CAC and USID cards.
Perform RAPIDS security overrides.
Conduct fingerprint verification overrides when authorized.
Ensure compliance with all DEERS, RAPIDS, DMDC, and Army regulations.
User Administration
Manage Security Online user accounts.
Add, modify, and remove RAPIDS users.
Assign authorized user roles.
Monitor training compliance of RAPIDS users.
Maintain site contact information and user records.
Inventory Accountability
Maintain 100% accountability of CAC and USID card stock.
Manage Inventory Logistics Portal (ILP) operations.
Receive, inspect, accept, and open cardstock shipments.
Monitor inventory levels and reorder thresholds.
Investigate and report inventory discrepancies.
Return failed, confiscated, and expired cards to DMDC.
Equipment Management
Maintain accountability for RAPIDS hardware and peripherals.
Install and configure hardware using the RAPIDS Configuration Tool.
Perform routine maintenance and troubleshooting.
Coordinate equipment relocation and replacement.
Ensure VPN connectivity and workstation compliance.
Security Management
Ensure physical security of:
RAPIDS equipment
Cardstock
Consumables
Government information
Personally Identifiable Information (PII)
Maintain access controls and workstation security.
Conduct daily and periodic security reviews.
Ensure compliance with OPSEC and cybersecurity requirements.
Audit & Compliance
Run, review, and analyze RAPIDS audit reports.
Identify fraud, waste, abuse, and security concerns.
Maintain audit records and supporting documentation.
Monitor compliance with RAPIDS policies and procedures.
Review Messages of the Day (MOTD) and disseminate updates.
Training & Leadership
Train and mentor RAPIDS Verifying Officials.
Ensure personnel remain current on all policy and procedural changes.
Conduct refresher training as required.
Support Government inspections and audits.
Customer Service Operations
Monitor customer flow and waiting times.
Support service window operations.
Assist with appointment scheduling oversight.
Ensure timely issuance of credentials and DEERS updates.
Reporting & Documentation
Prepare reports, correspondence, and statistical summaries.
Maintain records, forms, and operational documentation.
Monitor and maintain ID Card Office Online information.
Retrieve and analyze data from RAPIDS reporting tools.
Required Qualifications
Education
High School Diploma or equivalent required.
Associate's or Bachelor's degree preferred.
Experience
Minimum two (2) years specialized experience performing CAC and USID card functions.
Experience performing all duties of a RAPIDS Verifying Official (VO).
Experience leading or supervising personnel.
Experience working with DEERS/RAPIDS systems.
Certifications
RAPIDS Verifying Official (VO) Desktop Certification.
RAPIDS Verifying Official (VO) Deployable Certification.
Ability to obtain and maintain RAPIDS Site Security Manager certification.
Knowledge, Skills, and Abilities
Extensive knowledge of DEERS/RAPIDS policies and procedures.
Knowledge of DMDC systems including:
Security Online
Inventory Logistics Portal (ILP)
Statistical Analysis Software (SAS)
Site Management Tool (SMT)
RAPIDS Configuration Tool
Verifying Official Information System (VOIS)
Strong analytical and troubleshooting skills.
Excellent organizational and documentation abilities.
Strong leadership and training capabilities.
Ability to interpret regulations, policies, and technical guidance.
Strong customer service and communication skills.
Security Requirements
Favorable National Agency Check with Inquiries (NACI).
Ability to obtain and maintain a CAC.
Eligibility for installation access.
Completion of all required security, cybersecurity, OPSEC, and anti-terrorism training.
Preferred Qualifications
Prior military personnel administration experience.
Experience managing RAPIDS inventory and accountability programs.
Experience supporting large-volume ID card facilities.
Knowledge of Army personnel systems and installation support operations.
