POSITION SUMMARY
Responsible for supervising administrative, financial, and business operations support functions for multiple project locations. This position coordinates multi-site budget activities, oversees administrative personnel, and ensures consistent implementation of Authority policies, procedures, and operational support services. The position works closely with operational leadership, Finance, and Human Resources to support efficient operations and effective administrative and financial management across assigned locations.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Provides support in managing budgets for multiple project locations, including preparation, tracking, forecasting, and reporting. Coordinates annual budget processes and special projects.
2. Oversees administrative, business operations support, personnel-related, and procurement functions for multiple project locations to ensure compliance with organizational policies, procedures, and internal controls.
3. Supervises administrative support staff and other assigned personnel, including hiring, training, performance management, coaching, and disciplinary actions.
4. Reviews and analyzes financial, operational, and administrative data and prepares reports, recommendations, and presentations for management and executive leadership.
5. Develops and implements administrative procedures and process improvements to improve operational efficiency, customer service, consistency, and internal controls across multiple project locations.
6. Serves as a liaison between cross-functional departments, facilitating communication, coordinating initiatives, resolving issues and ensuring execution of policies and objectives across locations.
7. Performs other related duties as assigned.
SUPERVISORY RESPONSIBILITIES
Regularly has full personnel management responsibilities including approving time, selection, discipline, grievances, and formal performance evaluations for a position’s direct and indirect reports.
FINANCIAL RESPONSIBILITY
Assist management in the preparation of annual budget for multiple projects.
Processes procurement of project equipment and supplies as approved by the project manager. Makes purchases of office materials and supplies as needed for project meetings and events with prior supervisor’s approval. May be responsible for maintaining fixed capital asset listing for new, replacement, and disposition of assets.
QUALIFICATIONS
EDUCATION
Bachelor’s degree required. Bachelor’s in Business Administration preferred.
EXPERIENCE
7 or more years of experience in personnel, payroll, purchasing, accounting, finance or benefits administration. Two-year supervisory experience required.
CERTIFICATES, LICENSES, REGISTRATIONS
Valid Texas driver’s license. Project Management certification preferred. CTCD Procurement Certification preferred. PHR or SHRM-CP preferred.
KNOWLEDGE
Knowledge of Microsoft Office applications such as Excel, Word, etc. Must have knowledge of principles of budgeting, project management, acquisition, and staffing processes. Good knowledge of management practices; organizational design; methods of information collection. Some knowledge of statistical analysis techniques for management analysis.
Knowledge of human resources, payroll administration, and purchasing functions.
SKILLS AND ABILITIES
Must be able to read and interpret budget reports, policy and procedures manual, and employee benefit information. Must also draft internal and external correspondence within the area of responsibility. Must possess the ability to deal with confidential matters and work effectively with employees and the general public. Some basic math is required. Individuals must be able to collaborate and communicate effectively with others.
Must possess excellent oral and written communication skills, including the ability to interact, convey information and coordinate projects effectively with internal and external stakeholders. Must possess attention to detail and accuracy and be able to analyze data and use findings to make proposals. Time management is a must with the ability to multi-task in an extremely fast-paced environment to complete deadlines.

Follows general supervisory instructions, as well as policies and precedents open to judgment in some areas and more specific guidelines, policies and procedures in others. Based on knowledge of policies, precedents and procedures, may regularly assist others with standard work methods and problems.

WORKING CONDITIONS
Duties are almost always carried out in an office environment. May require some travel between multiple TRA locations.

Personal computer, laptop, printer/copier/scanner, calculator, telephone, mobile communication devices, video conferencing technology, two-way radio, and other standard office equipment and software applications, including financial, payroll, human resources, purchasing, and Learning Management System software.
