ABOUT THIS ENGAGEMENT
This Scope of Work defines the specific outputs and deliverables the Consultant/Contractor is engaged to produce. How the work gets done, including methods, tools, and scheduling, is at the Consultant /Contractor's discretion, within any timelines agreed upon.
This is a contracting engagement, not an employment relationship. The Consultant/ Contractor operates independently and is responsible for managing their own professional obligations accordingly.
Unless separately agreed, the Consultant/Contractor is free to work with other clients, provided there are no conflicts with the work defined here.
CONSULTANT OVERVIEW
The Program Consultant is engaged as an Independent Contractor to provide strategic programmatic support across a variety of contract deliverables including donor reporting, donor and local partner relations, and communications. The Consultant will deliver contracted services in alignment with the deliverables and timelines described below.
The Consultant will serve as the designated partner contact for the administrative aspects of the applicant selection process and Primary Cohort phase, as defined in this SOW.
The Consultant will ensure smooth applicant onboarding, internal coordination, and timely completion of SOW deliverables, while also ensuring that implementation is responsive to partners’ needs.
SCOPE OF SERVICES & DELIVERABLES
Program and Logistics Support
· Provide strategic programmatic support for [AC1] at least one South Asia project, including analysis of project progress against contracted deliverables.
· Prepare correspondence and reports from meetings, conferences, and discussion panels and assist with research.
· Coordinate logistics for defined special events and partner meetings, including coordinating and travel logistics; represent team and Internews at events as specified in the project plan. Deliver written event cost summaries following each event
· Develop operational tools such as templates, trackers, dashboards, workflows, and SharePoint structures to streamline program delivery
· Organize webinars, launch events, and internal review workshops, handling logistics, communications, and stakeholder coordination.
· Draft, edit, and prepare project presentations, quarterly progress reports, proposals, and other project-related reports: write, edit, proof, revise, and assemble finished materials.
· Act as the primary point of contact for administrative needs of all partners: ensure smooth applicant onboarding, and timely completion of defined deliverables.
Operational and administrative support:
· Ensure that documentation complies with funder requirements and the terms of this SOW. Prepare project-specific financial documentation, including partner payment requests and budget reconciliations for project-related expenses. Deliver tracking tools for grant-related administration such as travel plans, personal service contracts, outside service contracts, and data collection systems.
· Grant management: develop tracking systems and monitor the project’s contracts and funding pools for local partners, including budget/agreement negotiation with partners, development and monitoring of budgets, processing payment requests, and review of programmatic reports.
· Conduct research in support of ongoing projects and new initiatives.
Impact and learning:
· Coordinate with designated client contacts, including the MERL team on tracking progress towards program deliverables and assessing impact, including adherence to data collection protocols and technical review of performance data.
· Prepare periodic writeups for donor or internal reports covering monitoring results, trends, training progress, risk analysis, and adaptations.
BACKGROUND & QUALIFICATIONS
Demonstrated Expertise:
· Understanding of the human rights environment and network of stakeholders in South Asia.
· Strong problem-solving and risk-identification skills.
· Excellent interpersonal skills; demonstrated diplomacy, tact, and ability to negotiate.
· Strong time management and organizational skills; ability to effectively manage a dynamic workload and shifting priorities.
· Proven ability to operate in a multicultural and remote work environment.
· Availability to travel for defined project events as specified in the SOW work plan
· Strong research and writing skills; editorial and/or copyediting skills preferred.
· Proven ability to work independently and collaborate effectively with client stakeholders
Qualifications
· Minimum 7 years of relevant programmatic experience, preferably with donor programs and projects in the media development or civic tech sector.
· Experience developing and implementing digital security protocols, including use of technologies to foster secure practices.
· Ability to coordinate effectively across geographies and time zones.
· Strong English fluency and writing skills.
· Familiarity with and experience in implementing projects to strengthen organizational capacity and inclusion of marginalized communities.
· Monitoring and evaluation experience; familiarity with logic models and program management plans.
· Experience preparing expense reports and budgets.
· Editorial or information curation experience.
