PLANNER BUYER II
SUMMARY
The Planner Buyer II has the primary responsibility of providing material availability by issuing and controlling purchase orders and coordinating material requirements to ensure continuity of supply timed to meet production requirements. The Planner Buyer II is responsible for ensuring all required actions and or services, prior to and after purchase order, are completed timely to support production needs through application of purchasing management and negotiation. The Planner Buyer II coordinates and expedites the flow of production and materials within work centers, capacity, priority planning and re-planning according to the shop sequences and shipping schedule.
ESSENTIAL DUTIES AND RESPONSIBILITIES

• Review and execute action messages to create purchase orders for raw material based on MRP requirements by comparing current inventory against future demands.
• Outsources subcontract work to approved vendors based on MRP requirements or specific production / planning requirement by comparing internal production demand and capacity.
• Review documents such as production schedules, work orders, and staffing tables to determine
personnel and materials requirements, and material priorities.
• Identifies and sources new suppliers by investigating potential supplier capabilities, approvals, equipment, machinery, services, and material availability.
• Resolves shipment quality discrepancies by mediating supplier/manufacturing issues. Facilitates the resolution of issues by arranging and participating in conferences between suppliers and company team members.
• Review and analyze ERP system to release work orders to schedule.
• Revise production schedules when required due to design changes, labor or material shortages,
backlogs, or other interruptions, collaborating with management, marketing, sales, production, and engineering.
• Negotiates and settles claims for: damage, rejections, and losses, return of materials, over-shipments, cancellations, and engineering changes with suppliers. Provides parts, equipment, and materials information by answering questions and requests. Prepares reports by collecting, analyzing, and summarizing information and trends.
• Record production data, including volume produced consumption of raw materials, and quality
control measures.
• Coordinates purchasing activities with manufacturing and engineering departments to maintain inventory at planned levels.
• Communicates effectively to management and suppliers, fostering a team atmosphere and reports on issues in a timely fashion.
• Analyses inventory and usage trends to determine procurement quantities, manage raw material inventories and which raw materials to be purchased.
• Obtains price quotes from vendors, compare quotes against LISI purchasing requirements and the budget, and places orders.
• Responsible for maintaining accurate subcontractors, suppliers, and vendor files.
• Implements and suggests waste elimination initiatives specifically related to the function and department such as EMS and recycling opportunities to elimination of production waste.
• Responsible for complying with government, company, and local policies, procedures, and regulations (e.g., Estimating system manual, RFPs/RFQs, ITAR, Procurement integrity, Export Compliance) relating to the development of cost proposals. Awareness of proposal, accounting, and rate development (common systems). Awareness of audit, fact-finding, and negotiation processes (e.g., self-audit, internal audit, government audit, effective negotiation) and how they affect the proposal process.
• Responsible for complying with the rules and regulations set forth by Federal, Local, and State government, LISI Aerospace, and HSE Procedures.
• Responsible for attending all training provided and for adhering to all HSE procedures, policies, and plans, conforming to reporting requirements, and safe operating procedures at all times.
• Required to bring any known or suspected nonconformance for all company procedures or legal requirements to management’s attention immediately.

Supervisory Responsibilities
This position has no supervisory duties.
May be assigned to lead and/or coach team members with new or updated procurement programs.
ESSENTIAL JOB REQUIREMENTS SKILLS AND ABILITIES
Education and/or Experience
• Bachelor degree (BA/S) in Supply Chain, Logistics or Business Administration.
• Minimum 3 years related experience in Purchasing, Supply Chain, or a technical position in a high volume manufacturing environment and/or training; or equivalent combination of education and experience in a fast pace environment.
• Minimum 2-3 years of Expeditor or Production Planning I direct experience preferred in a fast paced manufacturing environment
• Working and specialized knowledge of the interdepartmental operations. Experience in supply and demand forecasting.
Language Skills
Ability to read, analyze, and interpret, technical procedures, or governmental regulations. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
Mathematical Skills
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Ability to understand concepts of basic algebra and geometry.
Reasoning Ability
Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Computer Skills
• Working knowledge of MRP system and network procurement system. Proficiency in Microsoft Office products, Excel, Access, Word, and PowerPoint.
