As part of Bouygues Construction's Public Works division, VSL International participates in the construction of major technical structures and guarantees their structural safety and durability: transport infrastructure (bridges, tunnels), industrial and energy production structures, and commercial buildings.

Project
Sizewell C is at the heart of the UK’s clean energy revolution. This landmark nuclear power station in Suffolk will provide low-carbon electricity for millions of homes and play a vital role in achieving the UK’s net zero targets. Supported by EDF and the UK Government, Sizewell C is a once-in-a-generation opportunity to deliver sustainable energy infrastructure at scale.
We are responsible for a range of specialist ground engineering works, including deep soil mixing, plastic cut-off walls, embankments, and load transfer platforms — all of which form essential enabling works for the main power station.
Role Overview
The Quality Manager is responsible for leading and managing all Quality Assurance (QA) and Quality Control (QC) activities across the project, ensuring that all works are delivered in full compliance with contractual, regulatory, technical, and company requirements.
As the project's quality lead, the Quality Manager will establish and maintain the Project Quality Management System, drive continuous improvement initiatives, oversee quality performance, and provide leadership to the project team on all quality-related matters. The role acts as the primary interface with the Client, regulatory bodies, third-party organisations, and internal stakeholders regarding quality management and compliance.
Main Responsibilities
Quality Leadership & Management
- Lead the development, implementation, and continual improvement of the Project Quality Management System.
- Establish and maintain the Project Quality Plan and associated quality procedures.
- Manage and coordinate all QA/QC personnel and quality-related activities across the project.
- Promote a positive quality culture throughout the organisation and project teams.
- Ensure quality objectives and key performance indicators are established, monitored, and achieved.
Quality Systems & Compliance
- Ensure full compliance with project specifications, client requirements, applicable legislation, industry standards, and company procedures.
- Review contractual quality requirements and ensure effective implementation across project activities.
- Oversee document control processes and ensure full traceability of quality records.
- Ensure Inspection and Test Plans (ITPs), quality documentation, and construction procedures are developed, maintained, and effectively implemented.
- Manage internal and external audits and ensure successful close-out of findings.
Site & Operational Support
- Provide strategic quality leadership and advice to project management and operational teams.
- Review and approve quality-related documentation, including method statements and inspection procedures.
- Monitor quality performance across all geotechnical, piling, and civil engineering activities.
- Conduct site inspections, surveillance, and quality reviews to verify compliance with project requirements.
- Support project teams in identifying and mitigating quality risks.
Non-Conformance & Continuous Improvement
- Lead the management of non-conformances, corrective actions, and preventive actions.
- Ensure root cause analysis is undertaken and lessons learned are captured and communicated.
- Drive continuous improvement initiatives to enhance project quality performance and efficiency.
- Monitor trends and quality metrics to identify opportunities for improvement.
Client & Stakeholder Management
- Act as the primary point of contact for all quality-related matters with the Client, regulators, and third-party organisations.
- Lead quality meetings, audits, and inspections with client representatives and external stakeholders.
- Prepare and present quality reports, performance metrics, and compliance updates to senior management and the Client.
Candidate Profile
Education & Experience
- Degree qualified in Civil Engineering, Construction Management, Quality Management, or a related discipline.
- Significant experience in a Quality Management role within major infrastructure, civil engineering, geotechnical, or construction projects.
- Experience managing project quality systems on large-scale, complex construction projects.
- Experience working within highly regulated environments is advantageous, particularly nuclear, energy, rail, or major infrastructure sectors.
Technical Skills
- Strong knowledge of Quality Management Systems and ISO 9001 requirements.
- Experience developing and implementing Project Quality Plans, ITPs, and quality assurance processes.
- Strong understanding of construction methodologies, inspection regimes, and compliance requirements.
- Experience managing audits, non-conformance processes, and continuous improvement programmes.
- Excellent reporting, documentation, and stakeholder management skills.
