The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.

PROGRAM OVERVIEW

Established in 1805, the New York City Department of Health and Mental Hygiene (the NYC Health Department) is the oldest and largest health department in the country. Our mission is to protect and improve the health of all New Yorkers, in service of a vision of a city in which all New Yorkers can realize their full health potential, regardless of who they are, how old they are, where they are from, or where they live. As a world-renowned public health agency with a history of building transformative public health programming and infrastructure, innovating in science and scholarship to advance public health knowledge, and responding to urgent public health crises — from New York City’s yellow fever outbreak in 1822, to the COVID-19 pandemic — we are a hub for public health innovation, expertise, and programs, and services. We serve as the population health strategist, and policy, and planning authority for the City of New York, while also having a vast impact on national and international public policy, including programs and services focused on food and nutrition, anti-tobacco support, chronic disease prevention, HIV/AIDS treatment, family and child health, environmental health, mental health, and racial and social justice work, among others.

POSITION OVERVIEW

This position will be within the Health Department’s innovative Center for Population Health Data Science (CPHDS). CPHDS is working to strengthen citywide population health surveillance by better linking public health, healthcare, and social service data to fully characterize and improve the health of New Yorkers. Our vision is for these data to be accessible, timely, equitable, meaningfully usable, and protected – and being actively to protect and promote health and wellbeing of New Yorkers.

As a Data Visualization Lead, you will be responsible for leading a team of analysts in transforming complex datasets into insightful, user-friendly dashboards and visualizations that drive decision-making across the organization. You will oversee the full lifecycle of data solution development, from data pipeline design using Azure Data Factory, Databricks, and dbt, to front-end visualization using tools such as Tableau, R, and Python. Collaborating with IT and data partners, you will ensure data integrity, design excellence, and stakeholder satisfaction. Your role includes setting visualization standards, managing analytics projects, and cultivating a culture of innovation through training and mentorship in modern data tools and practices.

This position will be based at the Health Department’s office in Long Island City, NY, with the possibility of hybrid work.

RESPONSIBILITIES

  • Lead and mentor a team of analysts focused on converting raw data into actionable insights
  • Oversee the entire lifecycle of data solution development with an emphasis on quality and stakeholder satisfaction
  • Develop and refine data pipelines using Azure Data Factory, Databricks, and dbt
  • Integrate data pipelines into the organization’s cloud infrastructure
  • Create and maintain dashboards using tools like Tableau, Data Wrapper, R, Python, SAS, and SQL
  • Coordinate with IT and manage partnerships with data providers
  • Establish analytical frameworks and ensure data integrity across platforms
  • Drive organizational adoption of advanced analytics and visualization strategies
  • Guide both front-end design (intuitive, human-centered) and back-end architecture (scalable, structured)
  • Lead cross-functional analytics initiatives and manage complex data projects
  • Provide quality assurance and continuously expand team capability in visualization best practices
  • Champion a culture of continuous learning, offering training and growth in modern data tools
  • Explore and test new technologies and share expertise with team members

QUALIFICATIONS

  • Bachelor's degree in Computer Science, Information Technology, Engineering, or a related field (or equivalent experience).
  • At least 3 years of experience that is highly relevant to responsibilities above.

PREFERRED SKILLS

  • Proven experience as a Data Visualization Lead, BI Developer, or in a related role focused on dashboard development and data storytelling.
  • Expertise in data visualization tools such as Tableau, Power BI, Datawrapper, R, Python, and SAS.
  • Strong understanding of data architecture, dashboard design principles, and user-centered design.
  • Hands-on experience with modern data engineering tools, including Azure Data Factory, Databricks, and dbt.
  • Ability to design and implement scalable data pipelines that support real-time and batch analytics.
  • Familiarity with SQL and cloud-based data environments (e.g., Azure Synapse, Data Lake).
  • Experience setting up visualization standards, quality assurance processes, and governance protocols.
  • Knowledge of best practices in data integrity, security, automation, and workflow optimization.
  • Strong leadership and mentoring skills with a proven ability to guide cross-functional analytics teams.
  • Excellent communication skills, with the ability to translate complex data into accessible visual insights for diverse stakeholders.

The ideal candidate for this position must be a pro-active and self-motivated individual who is comfortable with multitasking. They can work in teams and in a highly dynamic environment with multiple stakeholders and timelines. This individual may need to work non-business hours in the event of a health emergency.

SALARY AND BENEFITS

Salary range is $120,000 - $125,000 depending on experience.

RESIDENCY REQUIREMENT
