Terms of Reference: Short-Term Consultant –
Program Implementation Plan (PIP) Coordination
Project: Renewed Women’s Voice and Leadership Project – South Sudan
Funding: Global Affairs Canada (GAC)
Duration: 8 weeks – starting around June 11 to August 6, 2025 – (Flexible)
Level of Effort: Flexible as aligned with deliverables, average of 2-3 days per week
Location: Canada-based, including availability for regular meetings in GMT+2
Reports to: Head of Program Management
Background: The Renewed Women’s Voice and Leadership Project is a GAC-funded initiative aiming to address the funding gap for women’s rights organizations (WROs), including those led by structurally excluded groups in conflict-affected contexts. The project supports feminist, decolonial, and participatory approaches, with a focus on sustainability, collective care, and systems transformation. As part of the project inception phase, the team is developing a co-created Project Implementation Plan (PIP) along with Women Led Organizations (WLO), due in the first week of September 2025. The Program Manager will be on leave from mid-June to the end of July 2025, and to ensure continuity, a short-term consultant will be engaged to support the timely and quality development of the co-created PIP, following the PIP workshop to be held in South Sudan the week of June 16, 2025.
Objectives of the Consultancy: To provide coordination and project management support to the development and consolidation of the co-created PIP during the Program Manager’s leave, ensuring alignment with GAC requirements, project design, and CARE Canada’s feminist commitments.
Key Responsibilities:
- Organize a post-workshop debrief with the project team and outline the next steps
- Ensure recommendations from the PIP workshop are validated with WLOs
- Review and format the PIP workshop report and file other PIP pieces
- In line with PIP Guidance from GAC, assign or confirm clear roles and responsibilities for drafting specific PIP sections between the Country Office (CO) Project staff and the CARE Canada matrix team
- Co-lead with the CO Program Manager the consolidation/development of content certain non-technical PIP sections (not led by matrix team members) including:
- Conflict sensitive strategy: Consolidate the conflict-sensitive analysis and integrate key information on conflict into the conflict-sensitive programming section of the PIP document
- Project sustainability plan and Strategy
- Communications Strategy
- Risk register
- Environmental Action Plan
- Outcome-Based Schedule of Activities
- Procurement Plan
- Coordinate with matrix teams and Country Office to consolidate technical inputs on Gender Equality and Inclusion (GEI), and Monitoring, Evaluation, Accountability and Learning (MEAL) into the PIP
- Coordinate regularly with the Country Office to monitor progress on inputs and PIP process
- Draft the first consolidated version of the PIP, ensuring coherence and alignment with donor expectations
Expected Deliverables:
- Draft consolidated PIP
- Clear workplan and delegation of PIP sections
- Weekly progress updates with the Head of Program Management
Profile of the Consultant:
- Proven experience in developing GAC-funded Project Implementation Plans
- Strong background in program/project management in international development
- Experience with feminist and decolonial approaches in development, nexus, or humanitarian contexts
- Excellent writing and editing skills, with strong attention to detail
- Highly organized with effective coordination and communication skills
- Demonstrated ability to work collaboratively in matrixed teams across countries
