Description

The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.

PROGRAM OVERVIEW

Established in 1805, the New York City Department of Health and Mental Hygiene (the NYC Health Department) is the oldest and largest health department in the country. POSITION OVERVIEW

This position will be within the Health Department’s innovative Center for Population Health Data Science (CPHDS). CPHDS is working to strengthen citywide population health surveillance by better linking public health, healthcare, and social service data to fully characterize and improve the health of New Yorkers. Our vision is for these data to be accessible, timely, equitable, meaningfully usable, and protected – and being actively to protect and promote health and wellbeing of New Yorkers.

As a Director of Data Engineering, you will be responsible for leading and managing the data engineering discipline for BDTS, owning key deliverables for the Azure based Enterprise Data Platform (EDP) and guiding a multidisciplinary team to deliver secure, scalable, and well governed data products that power public health insights across NYC DOHMH and practices.

This position will be based at the Health Department’s office in Long Island City, NY, with the possibility of hybrid work.

RESPONSIBILITIES

  • Strategic Leadership– Set the technical vision and roadmap for enterprise data engineering; align priorities across the “One Team” partnership (CPHDS, DIT, Disease Control, Microsoft). 

  • Team Management– Coach, hire, and develop a group of engineers & analysts; drive career ladders, onboarding, and performance management. 

  • Platform Leadership – Design, build, and operate Azure workflows supporting data pipelines. 

  • Data Architecture & Quality Implement lake house and dimensional models, metadata-driven ELT, automated testing/observability, and robust security/RBAC practices. 

  • DevOps & CI/CD Champion containerization (Docker/dev containers) and infrastructure-as-code to enable reproducible, version-controlled deployments. 

  • Stakeholder Engagement Translate complex technical topics for executives and program leadership; represent data engineering in governance forums and cross-agency initiatives. 

  • Process Improvement Establish agile delivery processes, backlog prioritization, and KPI tracking to optimize throughput and value delivery. 

  • Internal Collaboration: Work with Product to align and prioritize key deliverables

QUALIFICATIONS

  • 5+ years leading technical data teams with direct people management responsibility. 

  • 12+ years professional experience in data engineering, analytics, or related fields using Python and SQL. 

  • Expertise with the modern data stack: Azure (Data Factory), Databricks, dbt, GitHub Actions, and workflow orchestrators. 

  • Demonstrated success architecting and maintaining scalable, secure, and cost-efficient data platforms and ELT pipelines. 

  • Strong background in data modeling, governance, automated testing, and performance tuning. 

  • Ability to produce high-quality data products and visualizations (Power BI, Tableau, Vega-Lite/JavaScript, etc.). 

  • Excellent written and verbal communication, presentation, and stakeholder-management skills. 

PREFERRED SKILLS

  • Public health or government data domain experience. 

  • Familiarity with GIS tooling, R, SAS, HTML/JavaScript frontends, and Tableau-to-Power BI migrations. 

  • Expertise in Red Hat/Linux environments and container orchestration. 

  • Multilingual proficiency(e.g., Spanish) is a plus. 

The ideal candidate for this position must be a pro-active and self-motivated individual who is comfortable with multitasking. They can work in teams and in a highly dynamic environment with multiple stakeholders and timelines. This individual may need to work non-business hours in the event of a health emergency.

SALARY AND BENEFITS

Salary range is $143,000- $145,000 depending on experience.

9:00 am – 5:00 pm

Monday to Friday

Hybrid -- Office days will be at 42-09 28th Street, Long Island City, New York.

RESIDENCY REQUIREMENT

You must live in New York City Tri-state area (NY, NJ, CT) in order to be considered for a position at FPHNYC.
