Description
The HR Manager is responsible for overseeing all HR functions for ferry operations, including marine crew and shore-based staff. The role ensures efficient workforce management, compliance with Tanzanian labor and maritime regulations, and alignment of HR strategies with financial and operational goals. The position also plays a strategic role in driving workforce planning, employee engagement, performance management, and organizational effectiveness across the business. Responsibilities: Manage recruitment for marine crew and shore staff Align manpower planning with operational and budget requirements Oversee onboarding and deployment Handle grievances and disciplinary processes Promote a positive and safe work environment Manage crew welfare for shift-based operations Drive employee engagement and retention initiatives to enhance workforce stability and productivity Ensure compliance with Tanzanian labor laws and maritime regulations Maintain employee contracts, certifications, and statutory records Support audits and regulatory inspections Develop and enforce HR governance frameworks and internal HR policies Oversee payroll, overtime, and allowances Work closely with CFO on budgeting and cost control Monitor and optimize labor costs Review and validate monthly attendance reports and coordinate payroll inputs with Finance Identify training needs and coordinate programs Ensure mandatory safety and certification compliance Implement structured learning and development programs including leadership, technical, and safety training Implement appraisal systems and KPIs Support performance improvement initiatives Design and manage performance management systems to drive accountability and continuous improvement Ensure compliance with safety standards Promote a strong safety culture across both onshore and offshore operations Maintain employee records and attendance systems Prepare HR reports for management review Develop HR analytics and workforce insights to support data-driven decision making Provide strategic HR advisory support to senior management on workforce planning, organizational design, and succession planning Support change management initiatives to align HR practices with evolving business needs Maintain HR systems and ensure effective use of HR data and reporting tools Drive organizational effectiveness through continuous HR process improvement initiatives Requirements Bachelor’s degree in Human Resource Management, Business Administration, Law, or related field Minimum 5–10 years of progressive HR experience, including managerial responsibility Strong knowledge of Tanzanian labor laws and HR compliance frameworks Experience managing shift-based or operational workforce environments Proven experience in payroll management and workforce cost control Strong background in employee relations, grievance handling, and disciplinary processes Experience in performance management systems and workforce planning Ability to operate both strategically and operationally in a fast-paced environment Strong leadership, stakeholder management, and communication skills High level of integrity, confidentiality, and professionalism Experience in HR analytics, reporting, and HR systems (HRIS exposure preferred) Experience in transport, logistics, or marine environments is an added advantage HR certification (CIPD, SHRM or equivalent) is an added advantage Exposure to organizational change, restructuring, or transformation initiatives is an advantage
