The Gist…

The Program Manager provides overall leadership and strategic direction for the program, ensuring alignment with PSD’s mission objectives and contractual commitments. This role is responsible for managing program scope, budget, schedule, staffing, and risk, while serving as the primary point of contact with PSD leadership. The Program Manager oversees governance, stakeholder communication, and escalation resolution, ensuring successful delivery and long-term customer satisfaction.

What Your Day Might Include…

  • Provide overall program leadership, direction, and management in alignment with PSD’s mission objectives and customer requirements.
  • Oversee program scope, budget, schedule, quality, staffing, and risk management to ensure successful program execution.
  • Serve as the primary point of contact with PSD leadership, stakeholders, and clients, ensuring clear and effective communication at all levels.
  • Lead governance processes, including reporting, performance tracking, and compliance with contractual and regulatory requirements.
  • Manage issue and escalation resolution, ensuring timely decision-making and mitigation strategies.
  • Provide technical and management leadership on major tasks or technology assignments.
  • Establish program goals, plans, and performance metrics to meet project and customer objectives.
  • Direct and control activities related to financial management, methods, and staffing, ensuring all technical requirements are met.
  • Collaborate with cross-functional teams, including technical leads and senior management, to drive program success.
  • Foster a culture of accountability, innovation, and continuous improvement across the program team.
  • Supervise and mentor staff, providing guidance, performance feedback, and career development opportunities.

Qualifications

  • Bachelor’s degree required; a master’s degree preferred.
  • A bachelor’s degree with an additional three (3) or more years of relevant experience may substitute for a master’s degree.
  • Minimum of nine (9) years of directly related experience in program or project management.
  • Demonstrated expertise in program management, including financial management, risk management, staffing, and client engagement.
  • Strong leadership skills with proven experience directing cross-functional teams and managing large, complex programs.
  • Exceptional stakeholder engagement, negotiation, and communication skills.
  • Ability to manage competing priorities in a fast-paced environment with critical decision-making responsibilities.
  • Domain and expert technical knowledge relevant to the program’s scope.
