Description

The Arc of Ocean County is seeking an experienced and dedicated Residential Program Manager to oversee the operation of a community residence serving adults with intellectual and developmental disabilities. This leadership position is responsible for ensuring quality services, supervising staff, maintaining regulatory compliance, and fostering a supportive home environment where individuals can thrive.

As a Residential Program Manager, you will play a key role in promoting independence, personal growth, community involvement, and person-centered supports while leading a team committed to enhancing the lives of those we serve.

Position Details

  • Salary: $62,753.60 annually
  • Bi-weekly pay schedule
  • Schedule: Full-Time with flexibility to meet program needs
  • Evening and weekend availability required as necessary
  • Participation in an on-call rotation (approximately one week per month) required
  • Additional stipend provided for call-in coverage when applicable

Key Responsibilities

Residential Program Leadership

  • Direct and oversee all aspects of daily residential operations.
  • Recruit, interview, onboard, train, supervise, and evaluate residential staff and Assistant Managers.
  • Foster a positive, professional, and team-oriented work environment.
  • Ensure staff maintain required certifications, trainings, and employment compliance standards.
  • Review and approve employee timecards and monitor attendance records.
  • Develop staffing schedules and coordinate coverage to ensure appropriate support levels.
  • Provide coaching, guidance, and performance feedback to residential staff.

Individual Support & Service Planning

  • Promote opportunities that encourage independence, self-determination, and personal achievement.
  • Support participation in recreational, social, educational, and community-based activities.
  • Develop, implement, and monitor Individual Service Plans (ISPs) and Individual Habilitation Plans (IHPs).
  • Track progress toward identified goals and ensure services align with individual needs and preferences.
  • Coordinate access to medical, behavioral, dental, psychological, and therapeutic services.
  • Encourage individuals to actively participate in decisions affecting their lives and supports.

Compliance & Quality Assurance

  • Maintain a safe, healthy, and supportive living environment.
  • Ensure all documentation, reporting, and recordkeeping requirements are completed accurately and on time.
  • Maintain compliance with applicable regulations and standards established by agencies including:
    • Division of Developmental Disabilities (DDD)
    • Department of Human Services (DHS)
    • Department of Children and Families (DCF)
    • Other state and federal oversight agencies
  • Complete incident reporting and follow-up requirements in a timely manner.
  • Participate in audits, inspections, and quality assurance reviews.

Fiscal & Administrative Oversight

  • Monitor household and program budgets while ensuring responsible use of resources.
  • Maintain adequate inventories of household supplies, equipment, and program materials.
  • Identify and coordinate additional resources or funding opportunities when appropriate.
  • Protect confidential information and uphold the rights of all individuals served.

Communication & Collaboration

  • Maintain effective working relationships with families, guardians, support coordinators, healthcare providers, and community partners.
  • Demonstrate strong leadership, decision-making, and problem-solving abilities.
  • Serve as a role model for agency values, professionalism, and person-centered practices.

Requirements

  • High School Diploma or GED required.
  • Valid New Jersey driver's license in good standing required, with no more than five (5) points.
  • Minimum of two (2) years of experience supporting individuals with intellectual or developmental disabilities.
  • At least one (1) year of supervisory, leadership, or management experience required.
  • Previous experience working within a residential or group home setting preferred.
  • Ability to meet the physical demands of the position, including lifting, assisting with mobility needs, and providing direct support when necessary.
  • Flexibility to adjust work hours based on program and staffing needs.
