Contract to start ASAP

Duration: 19 weeks with a possible extension.

Job Purpose

The post holder will be required to own the HR & Payroll design of the Council's future ERP solution.

They will work with and guide the Council design leads and functions through the implementation, bringing functional leading practise, stakeholder feedback and programmatic knowledge to the workstream.

Responsibilities

ERP Leadership & Strategy

Lead the delivery, enhancement, and support of HR and Payroll ERP platforms.

Develop and maintain the HR and Payroll systems roadmap aligned with organizational priorities.

Act as the primary liaison between HR, Payroll, IT, Finance, vendors, and external stakeholders.

Provide strategic advice on ERP capabilities, upgrades, and digital transformation initiatives.

Project & Change Management

Manage ERP implementation projects, upgrades, and system integrations.

Coordinate project plans, resources, budgets, risks, and timelines.

Lead business process reviews and system optimization initiatives.

Support organizational change management activities, including communication and stakeholder engagement.

HR & Payroll Systems Management

Ensure effective configuration, administration, and maintenance of HR and Payroll ERP modules.

Oversee system security, role-based access controls, and compliance requirements.

Monitor system performance and coordinate issue resolution with internal teams and vendors.

Manage integrations with finance, workforce management, recruitment, learning, and other corporate systems.

Compliance & Governance

Ensure payroll and HR processes comply with relevant employment, tax, pension, and data protection legislation.

Maintain strong data governance standards and audit controls.

Support internal and external audits relating to HR and payroll systems.

Develop and maintain policies, procedures, and system documentation.
