Under administrative direction, performs work of considerable difficulty in coordinating and directing the activities and functions of workforce development programs within Advanced Manufacturing. Independently ensures that the goals and objectives of the project or program are accomplished in accordance with priorities, time limitations, funding limitations or other specifications. The full-time Program Manager for Workforce Development will manage initiatives to build training programs, scale recruitment efforts, and connect cross-functional teams.
Essential Duties:
Engages with industry stakeholders in the semiconductor manufacturing industry within the US on aspects related to upskilling/reskilling initiatives for the advanced manufacturing industry.
Supervises and facilitates the development of high impact training materials, training content, training delivery modes, or workshops, meetings and conferences with program/project participants; oversees logistics, scheduling and target audience communications.
Oversees the evaluation of both the statewide and regional programs'/projects' effectiveness to develop and implement the goals and objectives of the program/project including: improved methods of program/project delivery; evaluation methodology design and implementation including analysis of results and takes or recommends proper action based on outcomes.
Directs the recruitment of local participants within the region utilizing the most appropriate promotional and marketing methods.
Establishes and maintains liaison with regional, state, and national organizations involved in the implementation of workforce development programs
Develops and monitors daily operations and coordinates program/project activities related to training and program execution.
Assist in the preparation of proposals for continued funding; acts as the primary liaison with current funding source.
Supervise the preparation of budget proposals; establishes expenditure controls and recommends the allocation of resources within the limitations of the budget.
Desired Qualifications:
Demonstrated experience in building workforce development programs engaging multiple stakeholders in the semiconductor industry.
Preferred experience in engaging government stakeholders in the semiconductor and microelectronics industry sector.
Skill in planning, budgeting, implementing and evaluating projects.
Ability to manage program budgets
Ability to contribute to the development of proposals for external funding of projects.
Knowledge of the semiconductor manufacturing and microelectronics industry within the US and abroad.
Knowledge of processes to conduct workforce needs assessments.
Knowledge of processes for dissemination of results through presentations, reports, and publications.
Skill in both verbal and written communication to internal and external stakeholders.
Skill in establishing and maintaining effective working relationships and establishing and facilitating work teams.
Ability to clearly communicate verbally in read, write, see, and hear to perform essential duties. Regular review of completed tasks.
Working Environment:
Activities are primarily performed in a regular, climate-controlled office setting subject to extended periods of sitting, standing, walking. Visual acuity and manual dexterity associated with daily use of desktop computer; bending, stooping, reaching and lifting up to 20 pounds.
