The Enterprise Project Manager (EPM) provides senior enterprise level guidance on high-impact, multi-department initiatives that require organizational alignment, supporting the planning, governance, execution, and successful delivery of complex cross-department initiatives that support strategic enterprise transformation. This role provides leadership across the full project lifecycle, establishing governance frameworks, managing stakeholder engagement, and ensuring alignment with enterprise architecture, business priorities, and organizational readiness. The EPM functions as a neutral leader who ensures decisions and actions support the priorities of the County as a whole.
Key Responsibilities:
- Lead the design, implementation, and ongoing improvement of a project governance framework that supports consistent oversight, decision-making, and accountability for all major cross-department initiatives and projects
- Ensure the governance system enables transparent decision making that reflects objectives, operational realities, and reinforces shared accountability across all impacted departments
- Develop and maintain governance structures for enterprise-wide projects, including standards, processes, decision-making frameworks, and reporting requirements
- Develop corporate standards to more broadly enable project leads to corporate project management maturity
- Lead, advise and execute corporate reporting on county wide initiatives and projects
- Work with capital reporting teams to track and report project financials, including budget, forecasts, procurement, and vendor contracts with project financial lead for appropriate reporting to the leadership
- Work with corporate change management to develop and implement corporate standards to enable project leads to perform change management within their projects and improve corporate project management maturity
- Develop, implement, and maintain tools or templates to enable project management functions or activities, such as project charters, change orders, risk and issues management, project roadmap, and budget summary
- Lead end-to-end project planning, applying appropriate project methodologies and ensure teams follow approved delivery practices by providing leadership, direction, and coaching to cross-functional project teams
- Collaborate with senior leaders to ensure initiative alignment with organizational strategy, digital transformation objectives, and enterprise roadmaps
- Contribute to maintaining successful business client relationships, customer service and a collaborative work environment
Qualifications and Skills:
- Degree in Business Administration, Engineering, Information Systems, Finance, or a related discipline with a minimum of 7 years of progressively responsible project management experience that includes leading complex initiatives and managing projects with high risk potential, significant budgets, and multiple cross functional stakeholders
- PMP designation with advanced knowledge of project management principles and methodologies with change management training is desirable
- Demonstrated experience in developing governance frameworks including steering committees, escalation mechanisms and decision-making authorities
- Experience working in a municipal environment that includes providing advice and recommendations to senior leadership
- Experience leading and mentoring staff or contractors is an asset
- Strong understanding and experience managing project financial information including budgets, forecasting information and vendor contracts
- Must be able to resolve complex issues and address competing priorities to mitigate organizational impacts
- Excellent facilitation skills to lead discussions with multiple stakeholders and be able to manage conflict and build consensus
- Highly developed strategic and systems thinking as well as the ability to analyze problems and develop solutions for situations that could be high and broad reaching impacts
- Ability to foster a culture of accountability, collaboration, and continuous improvement
- Demonstrate the highest standards of trust, ethics, accountability and confidentiality
- Exceptional verbal and written communication skills as well as the ability to build and maintain strong relationships
