The Payroll Manager will oversee and execute all payroll operations across the organization. This role is responsible for ensuring accurate and timely payroll processing, compliance with federal, state, and local regulations, payroll tax administration, employee deductions, timekeeping integration, reporting, and payroll-related employee support.

Responsibilities
- Process and manage bi-weekly, semi-monthly, or monthly payroll cycles for all employees.
- Ensure payroll is completed accurately and on schedule.
- Review payroll data, earnings, deductions, taxes, and timekeeping records before payroll submission.
- Process off-cycle payrolls, retroactive payments, bonus payments, commissions, and replacement checks as needed.
- Maintain employee payroll records and ensure data integrity.
Timekeeping & Leave Management
- Manage payroll-related timekeeping systems and integrations.
- Review and reconcile employee hours, PTO, sick leave, vacation balances, and other leave programs.
- Partner with managers to resolve timecard discrepancies and payroll exceptions.
Payroll Compliance
- Ensure compliance with federal, state, and local payroll laws and regulations.
- Manage garnishments, tax levies, child support orders, and other payroll-related notices.
- Coordinate payroll tax filings and ensure timely remittance of payroll taxes.
- Support audits and maintain payroll documentation in accordance with company policies.
Reporting & Reconciliation
- Prepare payroll reports for leadership, Finance, HR, and external auditors.
- Reconcile payroll registers, benefit deductions, retirement plan contributions, and payroll-related general ledger accounts.
- Conduct regular payroll audits to identify and correct discrepancies.
- Support month-end, quarter-end, and year-end payroll activities.
HR & Employee Support
- Collaborate with HR on employee onboarding, status changes, transfers, promotions, and terminations.
- Assist employees with payroll-related questions and issue resolution.
- Support annual processes including W-2 preparation and year-end payroll reconciliation.
Process Improvement
- Identify opportunities to improve payroll processes, controls, and efficiencies.
- Assist with payroll system enhancements, upgrades, implementations, and special projects.
- Develop and maintain payroll procedures and documentation.
Qualifications
- Bachelor’s degree in Accounting, Finance, Human Resources, Business Administration, or a related field preferred.
- 5+ years of progressive payroll experience with responsibility for end-to-end payroll processing.
- Experience processing payroll for 500+ employees in a multi-state environment preferred.
- Strong working knowledge of federal, state, and local payroll regulations, payroll tax compliance, wage and hour laws, garnishments, and benefit deductions.
- Hands-on experience administering payroll through ADP payroll platforms.
- Experience utilizing Deltek ERP systems and working with payroll-related accounting and project reporting functions.
- Demonstrated experience with payroll audits, reconciliations, general ledger coordination, and payroll reporting.
- Advanced Microsoft Excel skills, including data analysis, reconciliation, and reporting.
- Strong attention to detail with a proven ability to maintain confidentiality and accuracy in a fast-paced environment.
- Excellent communication and customer service skills with the ability to support employees, managers, Finance, and HR stakeholders.
Preferred Qualifications
- Experience with ADP Workforce Now.
- Experience supporting government contracting, professional services, engineering, architecture, construction, or project-based organizations.
- Certified Payroll Professional (CPP) certification preferred.
- Experience managing payroll-related system implementations, upgrades, or process improvement initiatives.
- Experience with timekeeping systems and payroll integrations.
