We are seeking an Engagement and Outreach Manager, Municipal Pension Plan to join our team in VICTORIA, British Columbia, Canada.
The Engagement and Outreach Manager will spearhead engagement and business development strategies for a large, multi-faceted project with numerous key deliverables and significant partner relations. This role encompasses various streams of activity, including the Employer Outreach and Engagement Plan and the Relationship Management Strategies and Implementation Plan, which are crucial for creating a new business area of growth and plan expansion. The manager will lead the development and delivery of effective, long-term, high-impact engagement, outreach, and relationship management strategies, principles, and practices to ensure the success of the Plan Expansion activities.
In addition, the Engagement and Outreach Manager will provide senior-level expertise, advice, and direction on engagement, outreach strategies, methodologies, and business development. They will develop and implement engagement, outreach, and business development plans aligned with strategic initiatives. The manager will also be responsible for delivering presentations to various stakeholders, including employees, employers, associations, unions, and boards, ensuring clear communication and successful implementation of the project's goals.
Hybrid Work Model
This position is located in our Victoria, BC office. You will have the flexibility to work part of the time on-campus and part of the time off-campus. The requirement for on-campus presence is a minimum of 40% of your schedule in a month.
Additional requirements are determined by the role functions and operational needs of each business area.
- Lead the development and execution of high-impact engagement, outreach and business development plans, including targeted stakeholder and market-facing approaches to support plan expansion initiatives.
- Provide senior-level expertise and direction on engagement, outreach, and business development.
- Develop and implement strategic engagement and business development plans; deliver presentations to various stakeholders.
- Solve complex issues and innovate approaches for long-term expansion and program delivery.
- Align relationship management strategies with the board’s strategic vision.
- Oversee staff and consultants in preparing relationship management plans and partner assessments.
- Conduct regular reviews of partner relationships and adjust strategies as needed.
- Research and analyze potential new employer groups to inform business development.
- Manage the CRM system, review data outputs, and recommend engagement adjustments.
- Develop strategies for engagement sessions, including webinars and meetings, both in-person and virtual.
- Apply structured business development methodologies to support projects.
- Maintain internal and external partner relationships aligned with project goals.
- Provide expert advice on engagement and client management to the board and executive sponsors.
Must have
- Degree in Public Administration, Business Administration, Marketing, Communications, or a related discipline and four (4) years of recent related experience as described below:
- Recent (within 7 years) related work experience must include the following:
- Developing and implementing a range of partner engagement and outreach strategies and methodologies.
- Managing multiple assignments in long term projects or leading a component of a significant project that affects many external partners.
- Directing the work of employees and/or consultants.
- Research and analysis of complex, multi-faceted issues (e.g., business case development for large-scale initiatives, etc.).
- Leading change processes with diverse groups of internal and external partners.
- Preparing and presenting strategic briefing materials for delivery to executive-level audiences.
- Valid BC Driver’s license.
- An equivalent combination of education, training and relevant experience may be considered.
Nice to have:
- Recent experience in a large-scale business development / business growth / start up business initiative is preferred.
- Experience working in pension, investment or financial services industry is preferred.
Willingness Statements:
- Travel is necessary to meet the Corporation’s operational needs, including overnight in both rural and urban areas.
- Travel may be required in adverse but reasonable weather conditions.
- Use of personal vehicle for work-related travel may be required, with appropriate insurance. Expenses will be reimbursed.
- This position may be required to work irregular hours, including occasional evenings and weekends.

- Strong knowledge of defined benefit pension plans, actuarial and financial analysis, pension plan design, and the legal and regulatory environment in which registered pension plans operate.
- Strong project management skills, with an ability to oversee a range of projects; skilled at using effective processes to advance issues.
- Strategic, critical, and timely thinking skills with an ability to anticipate problems and suggest practical, imaginative solutions.
- Ability to exercise sound judgement and be objective.
- Excellent communication and presentation skills and demonstrated ability to communicate effectively with all levels within an organization
