Job Purpose

This post exists to provide expert procurement and commercial organisational leadership and risk management to influence practice in the Regeneration, Economy & Housing Development (REHD) division of the Council and will mainly provide construction related procurement support and management of major works procurements in this area

The role will report to a senior manager or associate director in the Regeneration Team with a further line of supervision to the Senior Category Lead - Construction and Environment and will focus mainly on the procurement of regeneration capital development contracts, providing holistic support to the Regeneration Econom and Housing Development (REHD) division in respect of their procurements and commissioning, supplier relations, contract management, and through to contributing to quality assurance and service planning.

The post holder will contribute to commercial strategies, governance systems and procurement best practice through both strategic and operational activities, and will promote the benefits of procurement, demonstrating to managers and heads of service how effective procurement can improve service provision and add value to the Council tenants and leaseholders.

This is very much a 'doing' role involving the ownership and authoring of the process and documents and a lot of working with the internal customer - involving: advising, persuading and authoring.

Responsibilities

Provide enhanced construction procurement support to the Housing Regeneration and Delivery service.

Provision of procurement support in the development of the Regeneration, Economy & Housing Development division and oversee strategy and its implementation including procurement of essential contracts identified as part of the delivery of the strategy.

Oversee contracts negotiations and the contract management for major regeneration works and services procured by Housing Development, as well as smaller day-to-day purchases, both of Professional Services and Works contracts.

To take the lead in ensuring that the principles of the Sustainable Procurement Strategy is translated into the contracting and contract management processes in Housing Development.

To lead on the development of procurement project plans for each contract, having regard to the needs of the service (and in particular budget constraints and critical start dates for development contracts), the requirements of the procurement process with regard to Standing Orders and Public Procurement Legislation, resident and TMO engagements and workload.

To oversee and coordinate the timely production of all documents necessary for the tender process, including the terms and conditions of contract, service specifications and performance standards, and to liaise with members of the Project Team to ensure that service requirements promote Best Value.
