POSITION SUMMARY

The Project-Based Voucher (PBV) Program Specialist will assist PBV management with various aspects of the PBV program in accordance to HUD’s and CHA’s regulatory procurement and contract compliance policies and procedures. The PBV Specialist will assist in administering the application and transaction process for new and existing PBV properties, including but not limited to a competitive application process and amendment to existing Housing Assistance Payments contracts. The PBV Specialist will work to ensure that the portfolio is in compliance with Section 8 of the U.S. Housing Act, Section 42 of IRS Code and related Federal requirements.

DUTIES AND RESPONSIBILITIES

  • Maintains working knowledge of HUD regulations related to the Project-Based Voucher (PBV), Rental Assistance Demonstration under the second component (RAD2), and Housing Choice Voucher (HCV) programs. Stays abreast of local, state and other federal regulations pertaining to subsided housing including but not limited to Public Housing, Low Income Housing Tax Credit (LIHTC), as well as legacy PBV programs such as Mod Rehab.

  • Performs tasks to facilitate HAP contract execution and amendments, including but not limited to processing rent adjustments, processing vacancy payments, maintaining schedule of inspections, and serving as a team liaison to ensure timely and compliant leasing efforts.

  • Reviews and reports on CHA required due diligence for incoming applications, including site visits, owner/management reviews, financial reviews, environmental and subsidy layering review processes, applicant debriefings, waitlist processes, and occupancy goals.

  • Conducts rent reasonableness, as needed.

  • Assists with PBV Waitlist management activities.

  • Participates in HAP contract enforcement, including active involvement in developing and monitoring intervention plans.

  • Maintains system technology database to assure that HAP contract and databases are correct. Manages emails (including team’s general repository inboxes), and other responsibilities as needed.

  • Creates and maintains detailed reporting for the Housing Choice Voucher Program.

  • Assists in the collection of data for various HUD reporting and audits.

QUALIFICATIONS

PBV Program Specialist requires a minimum of four years transferrable work, HCV or PBV program experience is a plus. BA preferred in social services or related field or a combination of education and professional experience. Experience in or exposure to the property management market especially within Chicago neighborhoods is a plus. The position requires excellent verbal and written communication skills. The individual assuming this role will interface with a range of stakeholders, including property owners, management agents, lenders, and residents and therefore must have ability to effectively work with people from all socio-economic backgrounds.

Employee is required to test their knowledge of PBV program and to demonstrate an 85% or greater achievement on PBV certification examinations withing 180 days of hire.

Must be a self-starter with excellent time management skills, as well as able to problem solve and meet critical goals and tight deadlines. Position requires high proficiency in Microsoft Office Suite (Word, Excel, and PowerPoint), Yardi and Microsoft SharePoint.

Salary Range: $75,000 - $80,000
