Description
The Systems Development Engineering Manager will develop, modify and execute policies to ensure the organization’s software applications are effective, efficient and provide a seamless experience for end-users. They translate, drive and implement the strategy and success of larger projects contributing to the strategic vision in software development projects and providing guidance for the entire development lifecycle. They oversee teams whose goal is to lead the design, development, troubleshooting, and maintenance of IT systems infrastructure, including servers, networks, storage systems, and software components and establish objectives, policies and procedures. They frequently advise teams on moderately complex matters relating to the development, integration, and implementation of application components of web-centric applications.
Leadership & Supervision
- Tactical decision-maker, Handles unforeseen issues.
- Manages activities of two or more disciplines or a department. Oversees experienced level professionals and/or may be responsible for subordinate managers.
- Frequently advises team(s) on moderately complex matters.
- Responsible for supporting the talent strategy through hiring, onboarding, learning & development, performance, succession planning, engagement, recognition, and inclusion, diversity, and equity practices.
- Responsible for fostering a work environment that encourages employees to act with integrity and respect.
- Responsible for setting employee objectives and expectations, monitoring and evaluating performance, providing meaningful feedback, and mentorship.
- Responsible for supporting employee career development.
- Erroneous decisions will result in critical delay(s) in schedules and/or unit operations and may jeopardize overall business activities.
Knowledge & Application
- Establishes operational objectives, policies, procedures and work plans and delegates assignments to subordinates.
- Develops, modifies and executes company policies that affect immediate operations and may also have company-wide effect.
- Accountable for department budget which may be broad and have far reaching impact on the business segment.
- Works on issues where analysis of situations or data requires conceptual thinking and an in-depth knowledge of organizational objectives. Problems are not clearly defined and lack strategic direction.
- Implements policies and selects methods, techniques, and evaluation criteria for obtaining results.
- Drives the strategy and success of larger projects which contribute to multiple areas of the organization.
Collaboration & Interaction
- Interacts regularly with lower and/or senior management on matters concerning several functional areas, department, and/or customers.
- Applies knowledge to convince other stakeholders on desired departmental outcomes.
This position is not hybrid/remote and will be located at our Cleveland Headquarters office.
This position is not eligible for sponsorship for work authorization now or in the future, including conversion to H1-B visa.

Must be eighteen years or older
Minimum Qualifications:
- Must be at least 18 years of age
- Must be legally authorized to work in the country of employment without now or in the future requiring sponsorship for employment visa status (e.g., OPT, CPT, H1B, EB-1, etc.)
- Bachelor’s degree or higher in the Information Technology (IT) field. In lieu of a degree, at least 10 years of experience in IT
- 7+ years of experience in IT
- 3+ years of experience managing direct reports
Preferred Qualifications:
- Experience in systems development engineering
- Strong experience with Oracle databases and PL/SQL development
- Ability to design, develop, and optimize stored procedures, functions, packages, and triggers
- Experience with performance tuning (query optimization, indexing strategies, execution plans)
- Familiarity with data modeling and schema design in enterprise environments
- Experience supporting applications with complex transactional data and reporting needs
Strong background in Java development, including legacy frameworks such as Swing/AWT.
Experience leading teams supporting or modernizing legacy desktop applications.
Familiarity with:
- RESTful services and modern integration patterns.
- Application modernization strategies (e.g., Swing → web/cloud).- Understanding of software architecture, scalability, and performance tuning.
- Proven ability to lead cross-functional teams (developers, QA, compliance SMEs, vendors).
- Experience managing both custom-built and COTS (commercial off-the-shelf) applications in production environments such as Sphera’s Intelligent Authoring.
- Track record of owning application lifecycle (roadmap, delivery, support, and modernization).
