Description
Contract to start ASAP until 28-12-26 with a possible extension.
Job Purpose
You will be based at our Gosport Town Hall and head the Compliance team.
You will be responsible for managing our contracts that relate to the undertaking of safety testing and the production of risk assessments and the onward management of resulting actions.
For clarity, this specifically covers:
Asbestos Management Surveys, Remedial Actions and Monitoring
Electrical Inspections and Testing
Fire Risk Assessments, Remedial Actions and Fire Servicing
Gas Inspections, Testing and Servicing
Lifts Servicing
Water Risk Assessments and Remedial Actions
This is not an exclusive list.
From time to time, additional compliance activities, known as Tier 2 disciplines may be added to the Compliance team's responsibilities.
When this occurs, the activity will be allocated to the most relevant Contract Manager.
The activity will be expected to be managed appropriately with cyclical contract meetings of a frequency to be agreed at the time of allocation.
The overall objective is to drive the compliance activities to deliver 100% compliance and keep our residents and other building users safe.
This covers our social housing and corporate assets.
The Compliance Manager has three direct reports.
Two Compliance Contract Leads and a Compliance Officer.
The Contract Leads are each the day to day managers of three of the six compliance disciplines described above.
The Compliance Officer is responsible for ensuring the compliance database is updated with certification as it is received and the recording of minutes and actions for all the contract meetings, amongst other duties.
The contract management will include maintaining and improving compliance levels to the target levels.
You will support the specification and procurement of contracts .
You will also be required to attend operational and strategic meetings when necessary.
You may be required to chair some meetings
You will liaise with customers and stakeholders as appropriate, regarding the compliance activities in your remit, including residents, leaseholders, local councillors, building users and other Gosport BC section heads.
You will ensure that any regulatory engagement is supported and KPIs and other reporting methods are supplied to timescale.
You will be responsible for verifying contractor billing and ensuring it is in line with contractual agreements.
